Low Carbon High Growth Programme
SPF Low Carbon, High Growth (LCHG) programme is a programme of climate security, energy security and economic reform projects in 22 priority countries. It directly supports delivery of Departmental Strategic Objective 7: "Promote a low carbon, high growth, global economy".
It is the result of a merger of the old Climate Change and Energy and Economic Governance programmes.

Programme Objectives for India
The SPF Low Carbon – High Growth programme will contribute to the delivery of DSO 7, through supporting the following outcomes:
1. A visible and accelerated shift in perceptions, policies and practice in India to facilitate low carbon investment.
2. India ready to play constructive role in negotiations for an ambitious and equitable post-2012 agreement ambition to avoid dangerous climate change.
3. Risks to UK, EU and Indian energy security managed through more efficient Indian energy consumption and constructive Indian participation in international consumer/producer dialogue
4. India accelerates economic reforms, focusing on education, reform of the public sector, trade liberalisation, and encouragement of innovation (complements UK Trade and Investment (UKTI) objective (v) on specific market opening moves)
